Overview

With more than one million active contributors and thousands of pensioners, administering Ghana’s national pension scheme is a mission-critical responsibility.

In 2012, the Social Security and National Insurance Trust faced mounting operational challenges driven by paper-based processes and decentralized systems across 55 branches.Under the Operational Business Suite project, SSNIT partnered with a consortium of industry leaders and Sumerge to revolutionize pension administration.

Sumerge played a central role in digitizing operations, improving governance, and enhancing the citizen experience.

The Challenge

SSNIT’s operations relied heavily on paper documentation and manual verification of business rules.

Each of the 55 branches operated its own version of the pension system, configured independently without centralized governance.

This created inconsistent data, limited visibility, and operational inefficiencies.The system was not designed to handle approximately 7,000 daily transactions efficiently.

Data updates at one branch were not synchronized with others, compromising data integrity. Without a centralized digital archive, employees spent excessive time locating pensioner records. These inefficiencies led to service delays and increased citizen dissatisfaction.

The organization required a unified digital platform capable of handling high transaction volumes while ensuring data consistency and operational control.

The Solution

Digitizing Historical Records while Ensuring Operational Continuity


Through intensive planning and phased implementation, Sumerge successfully migrated more than 2.5 million member and pensioner documents into the centralized digital repository within four months.

The transformation was delivered in two major milestones:
1- Migration from legacy systems to the new content management platform.

2- Deployment of document capture, management, system integration, and centralized archiving.

This structured approach ensured continuity of services while transitioning to a modernized platform.

About the Client

the Social Security and National Insurance Trust (SSNIT) is a statutory public trust in charge of the  administration of Ghana’s Basic National Social  Security Scheme.

Its authority is spelled out in the  National Pensions Act, 2008 (Act 766).

The trust’s primary responsibility is to partially replace lost income of workers in Ghana due to old age or invalidity, or to provide a lump sum payment to dependents after the death of a family member.
