Saudi Arabia is aggressively accelerating its digital transformation, a mission exemplified by the General Organization for Social Insurance (GOSI) and the Ministry of Human Resources and Social Development (HRSD).

These two influential government entities embarked on a strategic initiative to reshape how their systems communicate, moving beyond traditional monthly data exchange to a fully event-driven architecture. Sumerge led this transformation, delivering the Kingdom's first real-time, Government-to-Government event streaming integration.

This architectural shift, while operating behind the scenes, delivers tangible public value by ensuring citizens benefit from faster processes, more consistent outcomes, and more reliable services.

The Cost of Repetitive Requests

HRSD relies on high volumes of data from GOSI that includes salary, pension, age, and family details to determine citizen eligibility for financial support. The legacy model required millions of repetitive requests monthly, placing significant pressure on infrastructure.

This request-based approach created heavy network traffic, consumed significant resources, increased operational costs, and led to timing inconsistencies and higher failure rates.

In total, this inefficient setup generated more than 140 million requests every month. Both entities required a faster, more sustainable approach that could reduce traffic significantly, maintain secure communication at scale, and ensure alignment across technical and management standards.

Real-Time Event Streaming

The vision was to replace the old request-based model with a real-time, event-driven experience that ensures accuracy and responds instantly to any change in GOSI’s systems. A critical complexity was that HRSD did not have an existing event streaming platform.

Sumerge designed and implemented the entire real-time integration. The project involved:

• Configuring the IBM Event Streams environment at GOSI.

• Building secure, real-time pipelines to instantly push relevant data changes (such as salary and pension updates) to HRSD.

• Extending HRSD’s existing integration layer to consume these events smoothly without the necessity of installing its own dedicated event streaming platform.

Security, confidentiality, and network readiness were central throughout the implementation, which was completed without disrupting existing services.

The impact of the new event-driven architecture is profound:

• Efficiency: Communication volume decreased by more than 90%. Monthly traffic dropped from millions of requests to only the real updates that matter.

• Performance: Network load, hardware utilization, and failure rates all improved noticeably.

• Accuracy: HRSD now receives accurate and timely data the moment it changes on the GOSI side, which significantly enhances the precision of financial support eligibility calculations.

This project established a scalable foundation for future expansion. The success of this integration strengthens organizational alignment and creates shared knowledge around modern integration practices for both entities.
